On Sunday after inaugurating the session, Amit Shah who is also the chairman of the NEC, had said that no "illegal migrant" will be allowed to stay in the country and that the NRC exercise in Assam was completed in "time-bound manner".
Governors and Chief Ministers of member states are participating in the 2 day session.
Later in the day, the minister will also attend the fouth convocation of the North East Democratic Alliance.
The Home Minister also said that Article 371 of the Constitution, which provides special provisions for North Eastern and specific parts of a few other states, will not be tampered with.
